Action Against NGOs Violating Guidelines


The Government monitors the receipt and utilization of foreign contributions by any ‘person’ in the Country through the Foreign Contribution (Regulation) Act, 2010 and Foreign Contribution (Regulation) Rules, 2011 framed under the Act.  Accordingly the following action was initiated against defaulting NGOs.

             (i)    24 cases have been referred to CBI.
            (ii)   7 cases have been given to State Police.
            (iii)  35 NGOs have been placed in Prior Permission category.
            (iv)   Accounts of 30 NGO have been frozen.
            (v)    70 NGOs have been prohibited from receiving foreign contribution.

            As per the information available, the amount of foreign contribution received by Associations registered and associations granted prior permission under the Foreign Contribution (Regulation ) Act, 2010 during the period 2007-2008, 2008-2009 and 2009-2010 is as follows:

Counter Insurgency and Anti Terrorism Schools


The Government has approved 21 Counter Insurgency and Anti Terrorism Schools (CIATs) in the Eleventh Five Year Plan Period in Assam, Bihar, Chhattisgarh, Jharkhand, Orissa, West Bengal, Nagaland, Manipur and Tripura.
Presently, 17 CIAT Schools are functional in the various states where several training courses are running for police personnel.  About 18389 police personnel have been trained till April, 2012 in these schools.  Details are as under:-

Criminal Tracing System

The Government proposes to launch CRIMINAL & CRIME TRACKING NETWORK SYSTEM (CCTNS) in all the police stations in the country. CCTNS aims at creating a comprehensive and integrated system for enhancing the efficiency and effective policing at all levels and especially at the Police Station level through adoption of principles of e-Governance, and creation of a nationwide networked infrastructure for evolution of IT-enabled state-of-the-art tracking system. 

Currently, the project is at the implementation stage. The following major milestones have been achieved so far: 

• The first version of the Core Application Software has been released to the States/UTs for their study purpose. 

• 17 States/UTs have signed their contracts with their selected System Integrators. 

• Agreement with BSNL for providing pan-India connectivity has been signed. 

• Service Level Agreement for connectivity has been signed by 17 States/UTs while 6 already have connectivity and do not need to sign the SLA. 

• STQC has certified the Data Migration utility for CAS. 

• Total funds release to States/UTs till date is Rs. 418.87 Cr. 

• Infrastructure development for Capacity Building is 95.5% completed. 

• Total 4.54 lacs personnel trained under various types of training. 

The CCTNS Scheme is proposed to be implemented in a Mission Mode to make the Police functioning citizen friendly, transparent, accountable, effective and efficient by automating the processes and functions at the level of the Police Stations and other police offices at various levels. Its objectives include: Improve the Police functioning in various other areas such as Law & Order, Traffic Management, curbing organized crimes, resource management etc. 

It would provide the Investigating Officers with the tools, technologies and information to facilitate faster and more accurate investigation of crime and detection of criminals and keep track of the progress of the crime and criminal investigation and prosecution Cases, including progress of cases in the Courts. 

It would facilitate collection, storage, retrieval, analysis, transfer and sharing of data and Information among Police Stations, Districts, State headquarters and other organizations/agencies, including those at Government of India level. 

A Common Integrated Police Application (CIPA) progamme had been initiated in the year 2004-05 as a component of the “Modernization of Police Forces (MPF)” scheme of the Ministry of Home Affairs. 

Over a period of time, at one level, with the slow pace of the scheme it was felt that, it would take many years before all police station could be covered and, at another level, the stand-alone system of this nature would have very limited utility. CIPA did not facilitate information aggregation across the country as police station level connectivity was not envisaged in the same. 

Later, CCTNS scheme was conceived with the need for expanding the functional applications, widening the territorial spread, and building in networking capabilities in the system, both from the angle of Management Information Systems (MIS) requirements and storage, collation, analysis and transmission/sharing of crime and criminals related information at the police station, District, State and Central levels. 

It was also decided that, with the launching of the CCTNS Scheme, the erstwhile CIPA will get subsumed into it in a manner that the work already done there under is not disrupted.

Steps taken to check Travel on Fake Passports


The number of  cases of forgeries/fake passports detected at Bureau of Immigration during the last three are as under:-

          All the detected cases of forgeries/fake passports are reported to the local police having jurisdiction in the area of the Immigration check Post and criminal cases under the relevant section of law are registered and investigated by the local police.

            A number of steps have been taken by the Government to prevent travel by persons on forged/fake documents. These steps include:

(i)     Use of Ultra-violet Lamps, magnifying glasses and specimen copies of travel documents for comparison at all the Immigration Check Posts (ICPs) for scrutinizing the features of the travel documents;

(ii)   Installation of Passport Reading Machines (PRMs) and Questionable Document Examiner (QDX) Machines at major ICPs for detection of sophisticated forgeries in the travel documents;

(iii) Installation of Immigration Control System (ICS) Software which verifies the passport details of passengers to prevent impersonation;

            Special training is also imparted to Immigration Officers manning immigration counters at the ICPs on a regular basis to detect forged/fake documents.

426 Cases of Fake Encounters Registered in Last Three Years

A total 426 cases of alleged fake encounters by police, defence and central armed police forces were registered by the National Human Rights Commission (NHRC) during the period 2009-10 to 2011-12. For the current year 2012-13, as on 17.4.12, no such case has been registered. During the above period, in none of the cases, any recommendation for disciplinary action / prosecution of the public servants was made by NHRC. 

Against 426 cases of alleged fake encounters, 84 cases have been solved and the remaining 342 are unsolved. For expediting the unsolved cases, concerted efforts are made by NHRC for obtaining the inquest reports, post-mortem report, magisterial inquiry report etc. from the concerned State Governments. 

As per the Seventh Schedule of the Constitution of India, “Police” and “Public Order” are State Subjects. It is for the State Governments to take action in every crime. The Central Government issues advisories, while the National Human Rights Commission (NHRC) issues guidelines and recommendations to be followed by the States/UTs in all cases of deaths in the course of police action.

Rs.821.31 crore Worth Weapons Procured by CAPFs


Rs.821.31 crore, Rs.336.63 crore and Rs.256.09 crore were spent on procurement of weapons for the Central Armed Police Forces (CAPFs) during the years, 2011-12, 2010-11 & 2009-10 respectively.  Force-wise details are as under:
