Shri V. Kishore Chandra Deo, Minister of Panchayati Raj and Tribal Affairs gave away the “Rashtriya Gaurav Gram Sabha Purskar, 2012” to 16 best performing Gram Panchayats and felicitated representatives of 170 Panchayats with “Panchayat Sashaktikaran Puraskar” on the occasion of 3rdNational Panchayati Raj Day here today. Four awards were given to Kerala, Karnataka, Maharashtra and Sikkim for cumulative raking and four awards were given to Maharashtra, Haryana, Rajasthan and Karnataka for incremental raking. Shri Jairam Ramesh Minister of Rural Development and Drinking Water & Sanitation was also present during the function.
In his address, Shri Deo said that the accountability to the people and participation is a significant aspect of good governance and these Gram Sabhas and Gram Panchayats have set an example for the country. He further said that these Panchayat representatives have addressed people’s livelihoods through activities such as running milk supply schemes, setting up garment manufacturing units, creating irrigation facilities and supporting self-help groups. They have supported the marginalized by establishing day care units for differently-abled children, holding vocational training for women and providing housing and student hostels for Scheduled Tribes. These Panchayats have done important work in provision of drinking water, sanitation, and creation of other civic facilities. They have also developed ways of better management of their Panchayats by adopting participatory planning, mobilizing Gram Sabhas, conducting social audit and setting up grievance redressal systems.
The Minister said that the Twelfth Plan will address the strengthening of Panchayats in a holistic manner through the Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA). The goals of RGPSA are many, and among others, to enhance the capacities and effectiveness of Panchayats and the Gram Sabhas; enable democratic decision-making and accountability in Panchayats; strengthen the institutional structure for knowledge creation and capacity building of Panchayats; promote devolution of powers and responsibilities to Panchayats as per the spirit of the Constitution; specially strengthen Gram Sabhas in Schedule areas to discharge their responsibilities as envisaged in Panchayat (Extension to Scheduled Areas) Act, 1996.
Shri Kishore Chandra Deo that the Thirteenth Finance Commission grant, funds have been made available to Panchayats in an untied form through the Backward Regions Grant Fund (BRGF). BRGF has strengthened decentralized, grassroot leve planning. The Government has supported the capacity building of Panchayats through the BRGF, the Rashtriya Gram SwarajYojana (RGSY), e-Panchayat, and several other schemes of various Central Ministries. These schemes have enabled States to expand their outreach, develop training techniques and modules, and strengthen their institutions.
Shri Deo informed that that under e-Panchayat the Panchayat Enterprise Suite (PES) has been developed. PES comprises of 11 applications that address all aspects of Panchayats’ functioning. tions Accounting Software (PRIA Soft), Plan Plus, National Panchayat Portal (NPP) and Local Governance Directory (LGD) have already been rolled out, six more namely Service Plus, Asset Directory, Action Soft, Training Management, Social Audit and Area Profiler have been developed and will be launched today. Over 1.1 lakh Panchayats are now on board PRIASoft and 65,000 of them have made online voucher entries during 2011-12, thereby putting their accounts in public domain. Over 75,000 plans prepared through decentralized participative planning process are available online on PlanPlus. Over 2.36 lakh dynamic websites have been created for Panchayats and 30,000 of these websites are seeing an active content upload.
The Minister said that there will be need to pay attention to the functioning of Panchayats, their administrative, financial and technical capacities, and strengthen accountability mechanisms. The States will have to strengthen frameworks for Gram Sabha, election processes and financial autonomy. The strengthening of Panchayats will need progressive action from the States to access such support to make Panchayat institutions of excellence in agency and governance functions. He urged Gram Panchayat and Gram Sabhas to emulate their good practices to disclose voluntarily all information before the Gram Sabha, involve the people in planning and implementation of schemes and facilitate social audit.
A booklet on Panchayat Sashaktikaran Puraskar and Devolution Index Report were released and e-Panchayat application was launched on the occasion. Around 1200 delegates such as State Ministers for Panchayati Raj, Senior officials from State Government Panchayati Raj Departments, States elected representatives (ERs) from the three tiers of PRIs, the national award winning Panchayats as well as representatives from SCs/STs and women attended the function.
